November 2019 Minutes

Plainfield Township

Regular Meeting

November 20th, 2019

Eagle Pointe Plaza

Meeting was called to order at 6:30 by Supervisor Lewis followed by the Pledge of Allegiance. 

Present:  Allen, Bassi, Houthoofd, Lewis and S Reilly. 11 Guests.

Approval of Agenda:  Motion by Bassi supported by Houthoofd to approve  Agenda as presented.  All Ayes.  Motion carried. 

No Public Comments.

Approval of Minutes:  Motion by Allen supported by Bassi to approve minutes from October 16th, 2019.  All Ayes.  Motion carried.

Financial Report:  Presented by Bassi.

Audit Report:  Presented by Jamie Sovoleski from Stephenson and Company P.C.

Budget Report:  Presented by Lewis.

Presentation of Bills:  Motion by Allen supported by Houthoofd to accept the bills as presented.  Roll call vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

General Fund:  54811-54892 w/54883 &54891 being voided

Fire Fund:  6544-6552

Road Fund:  1605-1607 w/1605 & 1606 being voided

Info/Discussion Items: 

The Fema grant was found that paid for old fire truck and if we the money toward a new firetruck the money does not have to be paid back.

1.9% increase in poverty exemption.

The 65 speed limit change was discussed at a meeting with DOT.  Lewis and Houthoofd were present. Another item that was discussed was a crossover on M65 from Mikeys Pizza to in front of Resource Center for Children crossing for sports. 

Time ran out for the finishing of a couple of the streets approved. 

Lewis is also waiting to hear about the county extending the 3 ft shoulder on Kokosing Rd to a 4 ft shoulder

Discussed raising refrigerator/air conditioner disposal to $50.00 but we will discuss at a later meeting. 

Old Business:

Savin contract extension: Motion by Reilly supported by Allen to approve Savin Contract Extensions at Bass, Chain and Indian Lake for 2020 with no increase in price. Roll call Vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

Orv Ordinance #44:Motion by Lewis supported by Bassi to review  ORV Ordinance 44  after 1 Year for a continuance.  Roll call Vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

Approve Poverty Exemption Guidelines: Motion by Bassi supported by Houthoofd to approve Poverty Exemption Guidelines-Keep Twp Set Assets Levels at $30,000. Roll call Vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

New Business: 

Fire Department Personnal:  Motion by Lewis supported by Allen to approve Courtney Clark to MFR-Fire Dept. Roll call Vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

Meeting Room Light LED Replacement:   Motion by Bassi supported by Houthoofd to replace Meeting Room lights with LED replacements.  Roll call Vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

New Assessing Software and Hardware:  Motion by Bassi supported by Allen to approve new Assessing software and hardware.  Recurring fee of $2183.75 per year.  I pad purchase of$ 979.96 and $10.00 Verizon Fee.  For our Township Use only.  .  Roll call Vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none.  Motion carried.

Committee/Department Reports: 

The GIS will be ready spring of 2020

Fire Dept:  The Explorer should be in 1st week of Dec.  There will be 4 graduating MFR Class in February.

Historical:  They will only be open on Tuesdays during the Winter hours.

Planning Commission:  Public Hearing set for Dec 11th for Ordinance wording . 

No Board Comments.

Motion by Lewis to adjourn at 7:45 pm.  All Ayes.  Motion carried.
