Regular Board Meeting

Plainfield Township

Eagle Pointe Plaza

May 15th, 2024

Meeting  was called to order by Supervisor Lewis at 6:30 pm followed by the Pledge of Allegiance. 

Present:  Allen, Bassi, Lewis and Reilly       Houthoofd: Absent        10 Guests

Approval of Agenda:  Motion by Reilly supported by Bassi to approve Agenda as presented. All ayes:  Motion carried.

Public Comment:  none

Board Comments:  none

Approval of Minutes:  Motion by Bassi supported by Allen  to approve Regular Meeting Minutes from April 17th, 2024 and Special Meeting April 29th, 2024.  All Ayes:  Motion carried.

Financial Report:  Presented by Bassi

Budget Report:  Presented by Lewis.

Recycling Discussion:  Jamie and Elisa gave presentation but Board was not on board at this time. 

Waste Site Gate Update:  Secure Lane will be hopefully starting the gate process in the next couple weeks. 

Front Entrance Update:  Concrete Contractor is ordering brick.  When he receives this he will start.  Lewis will get columns ordered.

Pavilion Update:  Lewis met with consumers to move the electrical overhead to underground when they build the new pavilion.

Gazebo Pocket Park:  Garden Club is working on putting a pocket park by the gazebo.

New Library Hours: New Library hours will be Monday 9-4, Tuesday 11-6, Wednesday 9-4, Thursday 9-4, Friday- closed and Saturday 9-4 starting 05/20/24 until 10/01/2024.  Motion by Lewis supported by Reilly to approve new Library Hours.  Roll call vote: Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.  Nays: none.  Motion carried.

EMS Rig Painting:  Motion by Reilly supported by Allen to approve the removal of old decals, painting and new decals from the new fire rig in the amount of $8988.00 from West Side Body Shop.  Roll call vote: Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.  Nays: none.  Motion carried.

Zoning Ordinance Changes:  Motion by Bassi supported by Allen to approve the ordinance change to Section 10.06 Side Yard setbacks to be read as follows:  Each Residental lot shall have at least 5 foot minimum setback on lesser side and at least 10 foot setback on other side.  Measured from lot line to the nearest point of the buiding structure.  where a side yard abuts a road end, or a dead-end side set back shall be 10 feet.  Roll call vote: Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.  Nays: none.  Motion carried.

Motion by Allen supported by Bassi to approve the ordinance change to Section 18.02 F Shipping type container uses to read as follows:  Shipping containers may be allowed in RD, AG and R1 with 10 acres or more  Shall only be used for accessory building/storage building purposes.  All accessory building setbacks apply.  Container to be either painted to blend in with the natural landscape or a building material siding that would be typically used for a main structure.  Must be seated on a four-inch minimum foundation of limestone or concrete.  Truck bodies, School bus bodies and travel trailers shall not be used for accessory buildings. Roll call vote: Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.  Nays: none.  Motion carried.

Commercial Site Plan approval:  Motion by Reilly, supported by Bassi to approve site plan for Dollar General.  Roll call vote: Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.  Nays: none.  Motion carried.

Committee-Department Reports:  Historical  is having a presentation on May 21 featuring Gerald McDonnel about his life in an orphanage.  Rona asked about getting some lighting in the middle hall showcase.  Firefighters are hosing the final testing for Fire classes this Saturday.

Motion by Lewis to adjourn at 7:55 pm.  All Ayes.  Motion carried.
