March 15th, 2023

Meeting was called to order at 6:30 pm by Supervisor Lewis followed by the Pledge of Allegiance. 

Present:  Allen, Bassi, Houthoofd, Lewis and Reilly

Approval of Agenda:  Motion by Houthoofd supported by Allen to approve Agenda with additions of adding under discussion items, d) Charter Phone System. All ayes.  Motion carried.

Public Comment:  none

Board Comments:  Lewis had meeting with Consumers about Solar Farms.

Approval of Minutes:  Motion by Reilly supported by Allen to approve minutes from Regular Meeting Minutes from February 15th, 2023.

Financial Report:  Presented by Bassi.

Budget Report:  Presented by Lewis.

Presentation of Bills:  Motion by Allen supported by Houthoofd to accept the bills as presented.   Roll call vote:  Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none. Motion carried.

Set Budget Hearing:  Motion by Allen supported by Houthoofd to set Budget Hearing for March 22, 2023 at 6:30 pm.  Roll call vote:  Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays: none. Motion carried.

Set Public Hearing for Comments on MNRTF Submission 03/22:  Motion by Allen supported by Lewis to set the Hearing for Comments on MNRTF submission for March 22, 2023 at 6:30 pm. Roll call vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays:  none.  Motion carried.

Approve Fireworks Contract for 2023:  Motion by Reilly supported by Houthoofd to approve Contract for Wolverine Fireworks in the amount of $11,000.00 for our July 1st Fireworks.   . Roll call vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays:  none.  Motion carried.

Cemetery Ordinance Change:  Motion by Houthoofd supported by Allen to approve the Cemetery Ordinance Change as follows:  AN ORDINANCE FOR THE OPERATION OF ESMOND-EVERGREEN CEMETERY HAS BEEN AMENDED AS FOLLOWS: UNDER FUNERAL, INTERMENTS AND DISINTERMENTS:  ADDING H. NO CREMATION WILL BE SCHEDULED FOR THE FOLLOWING HOLIDAYS:  MEMORIAL DAY AND WEEKEND PRIOR, MOTHERS DAY,

FATHERS DAY, JULY 4TH AND WEEKEND PRIOR AND AFTER AND LABOR DAY AND WEEKEND PRIOR.  I) ANY CREMATIONS THAT ARE INTERNED INSIDE A HEADSTONE AND NO INGROUND BURIAL IS REQUIRED, THE SEXTON MUST BE PRESENT TO WITNESS INTERNMENT.  THERE WILL ALSO BE A FEE FOR THE TIME OF THE SEXTON AND PAPERWORK. Roll call vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays:  none.  Motion carried.

Waste Roll Correction:  No correction.

2023-24 Road Work Approval: Motion by Bassi supported by Reilly to approve Road Work as presented –see attached. Roll call vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays:  none.  Motion carried.

Planning/Parks Resignation:  Motion by Reilly supported by Allen to accept the resignation of Angela Barclay from Planning/Parks Commission.  Roll call vote:  Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly.  Nays:  none.  Motion carried.

Committee Department Reports:  Fire Department is doing Continuing Education on the Medical Side.  Epinephrine draw will now be available due to the trouble getting the Epi Pens.  Lauria stated they are getting the new 4 wheeler Wildfire Ready.  Lewis asked Lauria if a Fire Hydrant would be sufficient for Well/Water release.

Michigan scenic by-way, River road scenic by-way is part of township starts at Rollways, the pavilion is the last CCC building still standing. Corridor is looking for our support for preservation. c.
