Meeting was called to order by Supervisor Lewis at 6:30 followed by the Pledge of Allegiance.

Present: Allen, Bassi , Houthoofd, Lewis and Reilly. Guests: 32

Approval of Agenda: Motion by Bassi supported by Houthoofd to approve the Agenda as presented. All Ayes. Motion carried.

Public Comment: 2 people spoke

Board Comments: Roma promoted Open House.

Approval of Minutes: Motion by Houthoofd supported by Reilly to approve Regular Meeting Minutes from August 17th, 2022 and Special Meeting Minutes September 9th, 2022.

All Ayes. Motion carried.

Financial Report: Presented by Bassi.

Budget Report: Presented by Lewis.

Budget Amendment: Motion by Bassi supported by Allen to approve the following Budget Adjustment. Roll call vote: Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly. Nays: none.

State Police Update: Things are moving along.

Downtown Street Lights Replacement: Looking to replace the tops of the lampposts in town.

Waste Site Forklift: Waste site is in need of a new forklift. We will rent one until we either fix or decide to replace. Rental will run approximately $1200.00 per month. If we purchase we would fall under the Municipality Discount of 30% off.

Fair Board Electric update : Cost for moving the electric into the fairgrounds would run approximately $35,000. We will try for a grant to help with the cost.

Fitness Center Flooring: Motion by Bassi supported by Reilly to approve purchase of flooring for the fitness room in the amount of $7700.00 which will come with an 11% rebate. Ayes: Allen, Bassi, Houthoofd and Reilly. Nays: Lewis. Motion carried.

Gym Roof Replacement: Tabled

Consumers Cost Recovery Ordinance: Lewis will pursue this.

Private Road Public Hearing: Moved to October 17th ,2022 at 6:00 pm

Special Assessment Approvals for 22-23: : Motion by Bassi seconded by Allen to approve the 2023 Special Assessments for the following Special Assessment Districts and direct the Assessor to prepare rolls reflecting the amounts to be assessed as approved herein.

Roll call vote: Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly. Nays: none.

Motion carried.

Private Road Hearing: October 17th, 2022 at 6:00 pm.

Waste Site SAD Public Hearing: October 17th, 2022 at 6:30 pm. We will be raising the Waste Site SAD from $66.00 to $85.00 with 5% a year allowance .

DHD #2 MOU for EPP use in times of mass emergency: Motion by Reilly supported by +-

assi to approve use of EPP by the DHD#2 to use EPP in times of mass emergency.

Roll call vote: Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly. Nays: none.

Motion carried.

Fire Department Purchase: Motion by Bassi supported by Allen to purchase the Lucas Chest Compression System in the amount of $17323.00 for the Fire Department. We will cover the cost thru the ARPA funds. Roll call vote: Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly. Nays: none.

Motion carried.

Recommendation from Parks and Rec to hire Rowe Engineering for Park Grant and Engineering Grant (pickle ball /pavilion: Motion by Houthoofd supported by Allen to hire Rowe Engineering for Park Grant and Engineering Grant for Pickleball Courts and Pavilion. Roll call vote: Ayes: Allen, Bassi, Houthoofd, Lewis and Reilly. Nays: none.

Motion carried.

Committee – Department Reports: Historical Hours have changed to Monday and Thursday 10-12 am and 1-3 pm.

Motion by Bassi to adjourn at 8:06 pm. All ayes. Motion carried.
