Regular Board Meeting Plainfield Township Eagle Pointe Plaza

Wednesday, July 28th, 2021

Meeting was called to order by Supervisor Lewis at 6:30 p.m. followed by the Pledge of Allegiance.

Present: Allen, Bassi, Lewis and Reilly.  Absent:  Roger Houthoofd. 
3 Guests.

Approval of Agenda:  Motion by Bassi supported by Allen to accept Agenda as presented.  All Ayes.  Motion carried. 

Public Comment:  One person commented.

Approval of Minutes:  Motion by Allen supported by Bassi to accept the minutes from June 16th regular meeting, June 21st, 2021 and June 28th, 2021 with the change of Special Meeting on June 28th, 2021 time should have been 8:45a.m. .  All ayes.  Motion carried. 

Financial Report:  Presented by Bassi

Presentation of Bills:  Motion by Allen supported by Bassi to pay the bills as presented.

West Londo Lake Weed Billing:  Lewis informed Board that we will no longer be fudiciary for Londo Lake Weed.  The last billing was not added to their taxes so we had to bill. 

GIS Update:  Will be posted and put out free for Iosco County soon.

Waste Site Cost Discussion:  Board will be setting up a Waste Site Workshop to look at costs and discuss how to approach it.

ARPA Funds update:  Lewis has paperwork all turned in just waiting to hear back.

Road Patrol Update:  Lewis had a talk with Scott Franks and they have job openings and funds to pay just don’t have any applicants for positions that are open.

Future Equipment Rental:  Lewis is looking into price of a rental of a mini escavator for the summer months.

Fire Protection Contracts:  Motion by Bassi supported by Allen to approve Hill Township Fire Contract at the sum of one half mill levy against one half the taxable value of Hill Township, Goodar Township Fire Contract for $8000.00 and Grant Township Fire Contract at $17458.46.

Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Meeting Times and Dates Approval:  Motion by Allen supported by Bassi to approve Board of Trustees meeting times and dates for 2021-2022.  See attached.

Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Depository Approval: Motion by Bassi supported by Reilly to approve the Depository Resolution for 2021-2022.  Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Fair Board Booth Payment approval:  Motion by Allen supported by Reilly to

approve the payment of $500.00 to the Agricultural Society for the Historical Society Fair Booth at the Iosco County Fair.  Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Approve Brendon Bernard as New MFR:  Motion by Bassi supported by Allen to approve Brendon Bernard as a new MFR.  Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Birchland Bluffs Lot Line Adjustment:  Motion by Allen supported by Reilly to approve  line adjustments for #4 and #7 in Birchland Bluffs in Plainfield Township.  Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

EPP Fascia Painting:  Motion by Bassi supported by Allen to accept the Fascia Painting estimate from SRE Painting Inc. for $10580.00. Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Building Department Inspector Rate Change:  Motion by Bassi supported by Reilly to increase inspection rate to $45.00 per inspection for all inspectors.  Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Adopt Non Profit Property Tax Exemption Policy:  Motion by Allen supported by Reilly to adopt the Non Profit Property Tax Exemption Policy.  Roll call vote:  Ayes:  Allen, Bassi, Lewis and Reilly.  Houthoofd absent.   Nays none.  Motion carried. 

Committee/Dept Reports:  Gene Nash presented new list of officers and some policy changes that were made by Historical Society.

Board Comments:  Building Department permits are up.  Fire Department doing great job at the Fair.  Lewis stated that Kokosing Road Shoulder work is starting on Wednesday, July 28th.  Long Lake Park lease for us is up in two years and DNR suggesting we take it back.  Private Road Bids will be this fall.  If Wilson gets bid they will not be including Avalon Drive in that bid. Lewis is also looking into Fiscal Year change.
