Plainfield Township Planning and Parks and Recreation Commission
Regular meeting
November 9, 2022

  1. Called to order by Olmstead at 6:30p.m.
  2. Pledge of allegiance was said by all present.
  3. Roll Call:
    a. Present: McDonell, Alward, Toth, Barclay,Houthoofd, Olmstead, Johnson
    b. Absent:
    c. Guest: Ready, Lewis, Cheryl Sanborn
  4. Approval of Agenda: Motion by Houthoofd, seconded by Olmstead to approve the
    agenda. Motion carried by voice, all ayes.
  5. Approval of Minutes: Motion by Houthoofd,, seconded byBarclay to approve the
    correctedOctober 10, 2022 minutes. Motion carried by voice, all ayes.
  6. Township board report:Houthoofd– Not present
    a. Elections went well; everyone stayed same for local and millage did not pass for
    county, private roads were presented and accepted and new roof and heater for
    Eagle Pointe.
  7. ZBA Report: Toth: Toth:meeting to build garage on 25 ft lot and did not pass
  8. New Business:
    a. Walking path Abandonment Kokosing: 157 and lot 158 Kokosing sub: path and
    parks have never went through this process of abandonment. Parks and Rec issue as
    it is giving access to lot owners to the lake. Lewis has fear that every sub will want
    alley or parks abandoned and setting precedence. Practical difficulties could be no
    back lot and not a true access point. Sanborn- not aware that there was a path, as
    house being torn down stairs and sidewalk and septic were in path. 32 degree
    incline to water and narrow path that leads to liability issues for home owner.
    Concern with ADA compliance of path. No parking on road so no reason to have
    path. Requests that property is added to her legal description and she is aware
    there will be changes to her assessment and taxes.
    Motion:by Alward and supported by Olmstead to recommend to the board to allow
    abandonment of path between lots 157 and 158 of Kokosing sub; due to practical
    difficulties as it is undevelopable and not a true access point to the lake. Property to
    be spilt between property owners. Motion carried by voice, all ayes.
    b. Plainfield Zoning Section 18.02 Accessory building lakefront height. Board is
    reaffirming the rule and should be enforced.
    c. 206 S. Washington retail to possible short term rental: 1200 sq/ft: Air bnb are by
    definition a residential use. Spilt to 2 units and can be multi family. Also review the
    downtown overlay district. No permits were drawn for the original building. Zoning
    will need to review. Once a business moves out cannot be put back into residential.
    Multi family? Multi family transient: Will review to see how zoning reads. County
    is dealing with lack of affordable housing.
    d. Rowe Pickle ball court Plan: request to change the pavilion to the front of the
    playground. Need to measure the area. Leave tennis courts and then could use as
    pickleball if needed. If pavilion moves then we can add cornhole tournaments.
  9. Old Business:
    a. All road right of way signage shall be picked up by 11/9/2022
    b. Spicer update: Corrections submitted and public comments posted in paper.
    c. Loon lake park: Picnic area: Walk way to island? Add fishing pier? Purchased
    boards to replace boardwalk at Mud lake. Kokosing parking lot to west culvert
    the ditch and add more trails 780 ft frontage on Kokosing. Need signage to
    parking lot off Kokosing. Cemetery also has a cleared area that would be great
    for sledding

    ayes
