Plainfield Township

Regular Meeting via Zoom

April 15th, 2020

Eagle Pointe Plaza

Meeting was called to order at 6:30 pm followed by the Pledge of Allegiance.

Present:  Allen, Bassi, Houthoofd, Lewis and Reilly.                       1 Guest

Approval of Agenda:  Motion by Houthoofd supported by Allen to approve agenda as presented.  All Ayes.  Motion carried.

Public Comments:  none

Approval of  Minutes:  Motion by Bassi supported by Houthoofd  to approve Regular Meeting Minutes from March 18th, 2020.  All Ayes.  Motion carried.

Financial Report:  Presented by Bassi

Budget Report:  Presented by Lewis.  Motion by Reilly supported by Allen to accept the Resolution to Amend the Budget as follows:  101-805-703 Community Center Wages increase from $16000.00 to $26000.00 –due to this is the line that Covid 19 wages are coming from.  101-805-703 Community Center Social Sec increase from $950.00 to $2450.00 due to same issue.  101-751-801 Long Lake Park Expansion decrease from $108137.00 to $98137.00. Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried. 

Presentation of Bills:  Motion by Allen supported by Houthoofd to pay bills as presented. 

 Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried.

Update on Zoning/Building Position:  Motion by Lewis supported by Houthoofd to hire Patrick Ready as Building and Zoning Administrator and Zoning Enforcement Officer.  Due to the fact Patrick sells real estate he understands he is not to sell any real estate in Plainfield Twp due to conflict of interest. . Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried. 

Cemetery Cleanup, parks, docks and summer staff:  Lewis has ordered dumpster for cemetery cleanup by residents.  Reilly did not post notice due to the stay at home order so not to encourage residents to clean up.  Lewis wants sign on Twp Playground to state it is closed until further notice.  Board does not feel there should be any change in Summer Staff. 

Wages for next year:  Lewis asked board to think about raises and feelings about this for our May Meeting.

Plaza Rental Rates:  Reilly asked how we are going to handle the Salon and Photography rental rates with them being on lockdown.  Board will consider how to handle this and bring to May meeting. 

Fire Dept .5 mil language renewal:  Motion by Reilly supported by Allen to approve language for ballot for Fire Department .5 mil renewal:

Shall the previous voted increase in the 15 mill. Tax limitation imposed under Article IX, Sec 6 of the Michigan Constitution on general ad valorem taxes within Plainfield Township be renewed at .5 mill ($.50 per $1,000 of taxable value) for the period of 2020 through 2023 inclusive for fire department operation; and shall the Township levy such renewal in millage for said purpose, thereby raising in the first year as estimated $113,893.41.

Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried. 

Road 1.0 mil language renewal: Motion by Bassi supported by Allen to approve language for ballot for Road 1.0 renewal: 

Shall the previous voted increase in the 15 mill. Tax limitation imposed under Article IX, Sec 6 of the Michigan Constitution on general ad valorem taxes within Plainfield Township be renewed at 1 mill ($1.00 per $1,000 of taxable value) for the period of 2020 through 2023 inclusive for road maintenance; and shall the Township levy such renewal in millage for said purpose, thereby raising in the first year as estimated $227,786.82.

Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried. 

Dust Control Contract Renewal:  Motion by Bassi supported by Houthoofd to renew Northeastern Dust Control Contract for 2020-2021 at the same price as last year.  Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried. 

Parade Resolution:  Motion by Lewis supported by Allen to approve Parade Resolution for 2020-2021.  Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried

Holiday Schedule:  Motion by Bassi supported by Houthoofd to accept  the Holdiay Schedule as presented.  Roll call vote: Ayes:  Allen, Bassi, Houthoofd, Lewis and Reilly. 

Nays: none.  Motion carried

Gypsy Moth Treatment Approval:  More information needed to make a decision. 

Board Comments:  Lewis stated that the ZBA issue with the Kokosing Road Home has been dismissed. 

Josh from Fire Dept working on a project for Senior Class of 2020. 

Motion by Bassi to adjourn at 8:00 pm.  All Ayes.  Motion carried.
